Denise Harper Angel is serving her fourth term as Jefferson County's Property Valuation Administrator. In 1990, the citizens of Jefferson County elected Denise to serve them as their PVA by a 2 to 1 margin. Three years later, Denise's peers recognized her leadership ability by electing her as the first woman to become President of the Kentucky PVA Association. She was honored once again in 1996 as the Kentucky PVA Association's "PVA of the Year." Denise also currently holds the designation of a Certified Kentucky Assessor (CKA) and a Senior Kentucky Assessor (SKA).
As a publicly elected official, the PVA is required by law to assess all property, both real and personal, at 100% fair market value. While consistently maintaining a superior level of quality and customer service, Denise currently oversees a $70.5 billion assessment roll. By streamlining employee duties, she efficiently manages the largest assessment roll in the state with a staff of 80 employees.
Denise strives for fairness in the assessment process. Through her innovative process of countywide equalizations, more accurate and timely assessments are the result. In order to promote self-sufficiency of the PVA office, Denise was the first PVA in the state to implement cost-recovery initiatives. Through these efforts, Denise makes it possible for the PVA office to function on a budget consistent from one year to the next.
Denise was the first to centralize customer service in the PVA office, which has evolved into a user-friendly public access service. Denise's relentless endeavors to promote citizens' understanding of the assessment process result in ongoing community outreach. By collaborating with the Louisville Free Public Library, Denise makes property assessment information more readily available to the public. As a result of this partnership, individuals now have a choice of where to go to access information. They may visit the PVA office or they may choose to visit any of the library's conveniently located branches.
Denise also believes in educating the public about exemptions available to them. She believes applying for exemptions should be a simple process. For that reason, exemption applications can now be found at local government centers, library branches, or may be downloaded directly through the PVA website from any computer with internet access.
The trademark of Denise's administration is technology. She was the first PVA in Kentucky to couple assessment data with a Geographical Information System (GIS). The combination of these two systems allows the public to view comprehensive data in one location.
Denise was the first PVA in the state to create a website containing live assessment data. Her purpose for creating the website was not only to make property information more readily available, but also to aid the public in understanding the role of the PVA and the assessment process.
As a life-long resident of Louisville, Denise cares about her community and does not hesitate to get involved. She participates in numerous charitable activities and encourages her staff to do so as well. Denise and her staff have participated in "Repair Affair," a program to improve homes of those who cannot make the improvements themselves. They have "adopted" the Little Sisters of the Poor elderly care facility during the holiday season. Denise and her staff also provided decorative items to the Center for Women and Families and donated gifts to the House of Ruth, an organization providing support to individuals with HIV and their families.
Denise is a member of River City Business and Professional Women, Metropolitan Louisville Women's Political Caucus, Louisville Forum, National Council of Jewish Women (NCJW), and the Jefferson County Democratic Executive Committee. She is a state and national member of the International Association of Assessing Officers (IAAO) and serves on the Public Relations Committee for Kentucky's Chapter of IAAO. She also serves as a member of the Legislative and Executive Committee of the Kentucky PVA Association.
Denise Harper Angel is a lifelong resident of Louisville who graduated from Southern High School and attended the University of Louisville. She is a working mom and single parent of two daughters, ages 15 and 18. They are members of Holy Spirit Church.
